Cheilanthes tomentosa, a southern US native, which also ranges into Mexico, is a great choice for the sunny rock garden. The compact 10" tall x 1' wide clump of silvery deer-resistant foliage makes a stunning conversation piece in the full to part-sun garden. The easy-to-grow, wooly lip fern provides enjoyment from its wooly white underneath...sort of like having mealy bugs without all the fuss! Good drainage is essential for survivability for this and most of the sun ferns.
